사회복귀시설은 정신장애인을 대상으로 직업재활 서비스를 제공하는 가장 대표적인 기관 이지만, 이에 대한 지원이 부족하고, 실증적인 연구 또한 거의 이루어지지 못했다. 본 연구에서는 정신장애인 사회복귀시설의 취업률에 영향을 미치는 기관 특성을 분석하였다. 시설유형 중 주간재활시설을 대상으로 조사를 실시하였으며, 전국 시설의 71.1%인 64개소의 자료를 분석하였다. 기관 특성으로 투입 요인과 서비스 요인에 대하여 회귀분석을 실시하였다. 조사대상 기관들은 관리운영비와 프로그램운영비 모두 기준 대비 낮게 지원받는 것으로 나타났으며, 전체 예산 중 프로그램비 비율이 평균 10%, 그 중 직업재활 사업비는 평균 20%정도로 나타났다. 이용정원 대비 취업인원 비율이 평균 4분의 1 수준으로 나타났으며, 취업직종은 단순노무와 서비스 직종이 가장 많이 나타났다 회귀분석결과, 정신장애인 사회복귀 시설의 취업률에 영향을 미치는 기관 특성은 직업재활 사업비 비율, 취업유지지원 서비스 빈도, 운영비 지원수준, 지원고용 실시여부인 것으로 나타났다. 연구 결과를 바탕으로 사회복귀시설의 직업재활 활성화를 위한 재정지원 확대 및 서비스 개선 방안에 대하여 정책적 제언을 하였다.
Community psychiatric rehabilitation center is the most representative organizations that provide vocational rehabilitation services for the people with the psychiatric disorders, but it lacks support and very few researches have been done. This study analyzes the institutional characteristics affecting the employment rate of community psychiatric rehabilitation centers. The survey was carried out in daytime centers and the results were analyzed data from 64 locations, which is 71.1% of total centers nationwide. Regression analysis was performed on input factors and service factors as institutional characteristics. It was found that the surveyed centers received operation management and program operating costs lower than the standard. The operating expense ratio was 10% of the total budget and vocational rehabilitation expense was 20% in average of the program operating expense. The employment ratio of total personnel using the center was 1/4 in average, and simple labor and service occupations were the most frequent employment types. The regression analysis results showed that the institutional characteristics affecting the employment rate of the centers was the operating expense ratio, the frequency of maintaining employment support service, the level of financial support, and the presence of supported employment. Based on the results, this study proposed political implications for activating the vocational rehabilitation in community psychiatric rehabilitation centers.
